Actually, IPv6 did not do what you outline above.
Instead, IPv6 realises that broadcast is a special case of
multicast -- and there is no difference in congestion control
rules for that kind of multicast versus some other kind.
The latest IPv6 specs have specific advice for the primary
source of on-link traffic (namely: Neighbor Discovery) designed
to promote congestion avoidance.
