        Mainly PPPoE was deployed because of legal rules in the US
about what kinds of services the local monopoly telephone company
was permitted to provide, was required to provide, and so forth.

        PPPoE creates huge problems operationally, for example the
reduced MTU.  Lots of ISPs deployed DSL without PPPoE, mainly 
outside the US, and their installations have had fewer operational
problems -- if you believe what folks say at NANOG, RIPE, and
APRICOT meetings.
