I think you're missing something here.
The rule is the framing protocol for backhaul can be anything that allows
the CLEC to clearly maps each framed PDU to a particular DSL attachment in
a particular customer premise. That's not quite anything you want.
Note it is also desirable for the framing protocol to accomodate the
assymetry of DSL (and maybe do some additional statistical multiplexing
in addition).
My original point was that, for various reasons, including perhaps
educational practices in northern New Jersey, when asked to find such
a protocol, many companies answered "ATM".
