i'd say this:  MTU exceeded is an "exceptional" (i.e., seldom occurring, i.e., 
approx. at most once per connection) condition, so generating a packet for it 
makes sense; whereas, congestion experienced is a "normal" (i.e., often 
occuring) condition, so piggy backing on an existing packet (or two) makes 
sense.
