[e2e] changes afoot for ACM SIGCOMM

Dear Fellow E2Eers:

Since a number of you attend the SIGCOMM conference and read the SIGCOMM
proceedings and some of you even publish your papers there, I thought you'd
be interested to know that after an extensive review of the conference,
SIGCOMM has decided to make some changes to dramatically broaden the
conference.
