Yes, but once you have found the document 

(http://docs.sun.com/db/doc/806-7009/6jftnqsjq?a=view#chapter4-73)

and managed to activate ECN on your host (ndd -set /dev/tcp
tcp_ecn_permitted 2), you may no longer be able to access
http://docs.sun.com/ .  At least from here there [130.59.4.2] seems to
be something on the path to docs.sun.com that blackholes TCP SYN
packets with the ECN flag.

(ftp.cisco.com used to have the same problem but that was fixed.)
