This reordering in Juniper router could happen in very rare circumstances.
The cause of reordering was the massive parallel processing done by IP II
in Juniper router. The incoming packets dsitributed along the number of IP
IIs, and might forwarded in different order (less then 0.5 % of packets).
After discovering this problem Juniper fixed it (a year ago).
