[e2e] scalability and congestion control in overlay

Hi,

I would like to know what is the state-of-the-art in
scalability and congestion control in overlay schemes.
Can it support thousands of users?

What is the typical policy for congestion control in
such systems?

It seems the sigcomm conference is currently being
broadcast using an overlay scheme
(esm.cs.cmu.edu/sigcomm03). Does anyone know how big
the system scales to? Any statistics?
