[e2e] RFI: Microsoft accused of TCP standards violation

I'd be amazed if M$ got this wrong.

The guy who did their TCP became responsible for IIS
as I understand it (his name slips my mind this instant) and he's no
dummy.

And I expect IIS just leaves persistent connections around: there is little
reason not to except on some crazy servers.
