I would suggest Prof. S. Keshav's pioneering work: "A Control-theoretic
Approach to Flow Control" (ACM SIGCOMM 1991). Up to my best knowledge,
this original paper (as original as Jain-Chiu's contribution on AIMD
analysis to the developement of TCP, in my opinion ) was among the first
papers introducing control-theoretic approach to protocol/network
performance.
