[e2e] updated CFP posting policy and a word on spam

Hi, all,

An updated CFP posting policy is now in effect; as before, only CFPs
approved in advance will be posted.

For each meeting, at most one call for submissions (papers, posters,
tutorials, etc.) and at most one call for participation will be
accepted. This includes all adjunct events at a meeting.

As always, please keep such posts brief, and send them directly to this
list (not CC'd, or including other lists in the CC).

FYI, there has been a recent increase in the amount of spam on this
list. The automated filtering software remains in place, and we are
working to determine why recent posts have not been correctly flagged.
