Managed to get a copy today morning and will go thry it tonight...

My major doubt is also as to how the concept of signalling back a congestion
using an out of band signalling to the source is any different from ECN kind
of scenarios?

.....more like BECN? where we put a bit in a packet flowing the reverse
direction of the "flow" and say there is congestion?
