Some members of this list have heard one or the other of the authors of
this paper talk about some of the results.
Speaking purely for myself, I think the most important contribution in the
paper is to place some bounds on how well TCP can recover from error-related
loss in a perfect information environment (where TCP knows immediately
when an error occurs anywhere in the path). It sets an upper bound on
how well one can do and that's a useful bound to know.
