[e2e] NewArch Final Technical Report

Readers of this list may be interested in the Final Technical
Report produced by the DARPA-funded NewArch project.  The report
ranges widely over the general topic of "How we would have designed
the Internet if we knew then what we know now", and it contains quite
a bit of interesting material.  Much of it was written by Dave Clark,
with caviling from other members of the project.
