Almost certainly not. And VPNs don't get either SQ or ECN, most likely.
Which illustrates the general truth that underlying congestion, on links or
internal to networks, may not propagate up to TCP in all cases, so the real
detection of congestion is the lack of timely acknowledgments. All other
schemes are "hints" and should not be endowed with magic powers.
