The two common levels of service are "consumer" and "business".
Similar nominal bit-rates are quoted, but you pay a big premium if
you want the service to work often or for the provider to care when
it doesn't.
I think a lot of home users would prefer a menu of services, all
of which worked roughly as reliably as voice calls or watching TV,
which differed by throughput.
