Depends, I think, on your metric of cost/success.

The answer if you're trying to minimize the number of packets sent is that you
better do hop-by-hop ACK if the error rate is at all bad (as well as E2E ACKs).
Not sure what you get if you seek to minimize delay or maximize throughput.
